The Busan Film Commission (Chairperson Im Gang-seong) has officially launched the '2026-2028 Korea-ASEAN Film Community Program: FLY PLUS' (hereinafter FLY PLUS) to expand film cooperation between Korea and ASEAN.
Co-hosted and organized by Busan Metropolitan City and the Busan Film Commission, and supported by the ASEAN-Korea Cooperation Fund (AKCF), FLY PLUS will operate for three years with a total budget of $2.79 million (approximately 3.9 billion KRW). The scope of cooperation, which previously focused on talent cultivation, will be expanded to include international co-productions and the establishment of industrial networks.
Based on the achievements of the 'Korea-ASEAN Next Generation Film Talent Cultivation Project: FLY' operated from 2012 to 2025, the Busan Film Commission proposed the follow-up project, FLY PLUS, to the AKCF 2025 project call promoted by the Ministry of Foreign Affairs and ASEAN last January. After undergoing step-by-step deliberations for about one year and six months, it received final approval on the 24th.
Operated through three programs
FLY PLUS consists of three programs: FLY Creative Lab, which discovers and develops feature film projects from 11 ASEAN countries; FLY Shorts Lab, which invites ASEAN filmmakers to Busan to run short film production workshops; and FLY Reunion, which supports exchange among FLY graduates. This year, FLY Creative Lab and FLY Reunion will be promoted first, and FLY Shorts Lab is scheduled to operate starting from 2027.

Call for participating projects until September 6
FLY Creative Lab, the core program of FLY PLUS, is openly recruiting participating projects until September 6. The 11 selected projects will undergo an online development process for approximately three months and participate in 'Lab 1' held in Brunei in December and 'Lab 2' held in Busan during the Asian Contents & Film Market (ACFM) in October 2027, undergoing an intensive development process for about one year.
The advisory group includes producer Kim Tae-wan (Lewis Pictures) of the film Okja, producer Kim Ji-yeon (Firstman Studio) of Squid Game, producer Choi Yun-ho (SATE) of 'I'm Going to Abandon My Mother', executive producer Kim Hee-jeon of Barunson C&C, Professor Han Sun-hee of the Busan Asia Film School, and Malaysian director Woo Ming Jin, who will support project development and international cooperation strategies.
FLY Reunion 2026 will be held from October 9 to 14, during the Busan International Film Festival and ACFM, where a total of 11 graduates (1 each from 11 ASEAN countries) will participate in roundtables, expert lectures, and networking programs.
Chairperson Im Gang-seong stated, "FLY PLUS is a great achievement made by the Busan Film Commission in recognition of the success of the previous FLY project, and it is a new challenge to expand Korea-ASEAN film cooperation to an industrial level. Using Busan as a hub, we will vitalize international co-productions and filmmaker exchanges to create groundbreaking results for the cooperative development of the Korean and ASEAN film industries."
Meanwhile, the Busan Film Commission is the first professional filming support organization in Korea, launched in 1999 to develop the domestic video industry and foster Busan as an international film and video city. It is responsible for attracting domestic and international productions through Busan location support, production support, and nurturing local creators.
